<p>In Beta, Samaritan's A.I. wasn't turned on since they didn't have the hardware (Greer's words) so, Samaritan was just a glorified hide and seek player. From Deus Ex Machina on, with the NSA feeds and that god-like hardware, Samaritan became self-aware, capable of thinking and learning, a true Artificial Intelligence and put in charge of everything by Greer.
</p><p>We can see in SPOV in the left side of the screen the words "ADMIN CONTROL [LOCKED]" meaning that the only thing capable of controling Samaritan is itself (someone else though this out but I don't remember who).
