Officer Andrew J. Murphy is an NYPD 78th precinct transit cop who was the first to arrive at the scene of Ryan Phipps' accident in 2010.
He told Fusco that Ryan and his brother Caleb were drunk and bored waiting for their train. So they dared each other to cross the tracks. Ryan lost and was hit by a train and killed. He felt sorry for Caleb and told him that he'd write it off as an accident.
