The Caretaker was the sole engineer present in the inner chambers of Hanford Nuclear Reservation where The Machine was housed.
After Finch allowed it to protect itself by ordering its own relocation, the Machine, by impersonating Special Counsel, tricked the Caretaker into shipping it away to an unknown location, node by node, to make sure it was never offline.
Hersh later killed the caretaker, along with Special Counsel, after receiving an order from Control to seal the room.
