Davis Bannerman is a banker who was supposedly being investigated by Congressman Jim Hallen, but was actually in collusion with him.
They were laundering money using the charity that Hallen's son had set up. After their money was stolen by Wendy McNally, Paula Vasquez, Matt Duggan and Claire Ryan, they sent assassins to kill them all and recover the money.
Finch was able to get a video recording of Hallen and Bannerman's conversation and then sent it to Detective Fusco.
