Frank Mercer is a former classmate of Matthew Reed at East Springs High School in Weschester County, New York. They graduated in 1994.

Frank was invited to their batch's 20-year high school reunion. Because he was chosen by Finch's program through a facial-symmetry algorithm as the closest match to Reese's features, Finch sent him on an all-expenses-paid vacation to Aruba to ensure that he wouldn't be able to attend the reunion and Reese could safely assume his identity. Due to their apparent resemblance, none of his former classmates became suspicious and was quick to recognize Reese as Mercer.
During high school, Frank was known to be a swing dancer. He was also friends with and got high with Toke, who also approached and conversed with Reese. At one point, he gave one girl a promise ring, slept with her best friend, then had a fling with another girl whose mother he seduced. As a result, all three women slapped Reese in the guise of "Frank" at their school reunion.
