Joan is a homeless woman and a good friend of John Reese. She watched out for Reese and helped him when he was living in a homeless encampment for four months. Reese asked her to look after Adam Saunders when Reese sent him to the shelter in order to protect him from an assassin. (“Risk”)
She doesn't know about Reese's past but he later thanks her for what she did for him.
