They're not military. No sweep and clear. Flashy chrome pistol. And that ring, a gothic cross. Templarios. Express kidnappers from a Mexican cartel. Best at what they do.

The Knights Templar Cartel, also known as the Templarios, is a Mexican cartel associated with the Voice.
History[]
The Templarios are often hired by the mysterious fixer known as the Voice to do jobs for him using untraceable calls and self-deleting texts. One such job is kidnapping Aaron Hollander and holding him hostage so that the Voice can blackmail 911 operator Sandra Nicholson into doing his bidding. Using webcam footage of Aaron's kidnapping, John Reese identifies the Templarios as the culprits and visits a bar that they frequent, beating up several before Sameen Shaw tortures Solano for information by painfully removing his five piercings. Solano gives up the location where the Templarios are holding Aaron and Reese and Shaw rescue the boy, subduing four more Templarios. However, there is no sign of the fixer who had left a phone relay in the kidnappers' possession (“Last Call”).
Two years later, the Voice employs the Templarios again in his plot to kill Amir Siddiq, having a number of them purposefully get themselves arrested so as to fill the jail cells at the NYPD 8th Precinct and then blackmails a cop into releasing them after luring most of the cops away. Arming themselves, the Templarios get into a gunfight with Reese and Detective Lionel Fusco in the middle of the 8th Precinct, but the two are able to kill all of them. Although the Voice succeeds in personally killing Amir amidst the chaos, he's tracked down and stopped by Harold Finch and Carl Elias(“Sotto Voce”).
Trivia[]
As of September 2017, the real cartel is believed to have ceased to exist after the cartel's leader and his lieutenant were reported to have been killed by remnants of La Nueva Familia Michoacana Organization while on their way to a regional meeting with members of the Jalisco New Generation Cartel to form an alliance with them.
