A private intelligence agency is a non-governmental organization that conducts intelligence collection, analysis, and distribution, typically on behalf of corporations or government-run agencies. PIAs are the private-sector analog of agencies such as the American CIA and British MI6.

Independent PIAs[]
Decima Technologies is a PIA in league with China that is gathering stolen U.S. data to sell to them for profit. The Office of Special Counsel is later informed of their existence and threat to the Northern Lights program. They conduct multiple operations to access the Machine, but once Samaritan is built and activated by them, they are supposedly dismantled by their Director of Operations, John Greer.
A private military company called Silverpool is hacked by Claire Mahoney as a part of the Nautilus puzzle, causing them to target her. Reese guesses that she found evidence of Silverpool's war crimes in Tikrit, possibly numbers of civilian casualties. Silverpool's agents are taken down by Reese, Sameen Shaw and Samaritan agents. The documents that Claire stole are leaked to the press, presumably by Samaritan, exposing the company to face justice for their crimes. Finch tells Reese that Silverpool was developing a new threat identification network, a secret system to spy on Americans to keep them safe, just like the Machine and Samaritan. Using Claire to orchestrate Silverpool's downfall, Samaritan was able to take down a potential rival. (“Nautilus”)
